Attendance Allowance

Bit of advice need please
My Gran was awarded Attendance allowance back in 1994( she still has the letter stating what she would be getting paid), having recently checked her bank statements i could not see this payment on there anywhere, upon asking her about it she said it was paid with her pension! I thought this was a bit strange, so we rang the local office and they advised her that they had not paid her a penny in the 16 years since her claim because it hadnt been actioned/passed on to the correct department by them. they paid her 2 weeks immediatly and said from now on she would be paid montly.
My question is can she get some or all of this backdated?
Any advice would be very much appreiciated

I would have thought so, it's there error. Seems unfair

I'm sure it's their fault and I hope they backdate it but in 16 years, didn't she notice she wasn't getting anything extra?0
