Challenging a CCTV Traffic Penalty

I've had a look through the forums but I can't see the answer to this specific thorny issue. Can anyone give any specific advice please?
On 4 January 2011, while driving in a town I didn't know, I drove in a bus lane that I didn't recognise as such. I had no idea I'd done it and knew nothing about it. On 26 February, I received a penalty notice from the local council stating that, as I hadn't replied to their original penalty notice within 28 days, the fine had increased from £60 to £90. This was 52 days after the infringement.
Obviously, I had no idea that there had even been a previous notice. I wrote straight back to the council to point this out and they very promptly wrote back apologising that we hadn't received the original notice due to a technical error on their part. They enclosed the original charge notice and requested payment of the original £60.
I think that they have to notify me within 14 days of the offence (or possibly 28 days depending on some advice I've found on the Internet). They've taken 52 days to notify me.
Am I right in thinking that I can refuse this notice as it's time barred? The advice I've found seems inconclusive but the 14/28 day rule for notification seems fairly set for other traffic offences.
If you can help, thank you very much. It won't bankrupt me to pay and I did, after all, commit the offence (albeit accidentally) but I'd rather not pay if I can find a way out of it!
