Engine Oil eveerywhere

Sorry guys not sure if this is in the right place
There is a guy onmy road who fixes car's outside his house and his drive and over time there has been huge amounts of engine oil spilt on his drive and on the road, its so bad that people can't even walk on the pavement as its filled with oil and now its on the road too now.
Is this allowed? If not who can I speak too

Hi, this should be reported to the local environmental health team as engine oil must be disposed of properly to prevent, amongst other things, contamination of soil and water supply.0

Its so bad the kids have to cross to road when coming from there bike ride0

Is he doing it as a hobby or for cash-in-hand.
I mean fixing your family's cars is fair enough, but you should use appropriate containers to catch the oil and buy the detergent to clean up any spills.0
