White Meter Central Heating

After thinking of moving into a flat I have been advised that the heating is White Meter Central Heating. What does this mean and is it a costly way of trying to heat up the flat?

The flat is only a one bedroom.

    It's electric storage heating.

    How costly it is will depend on how well insulated the flat is, what type of heaters you have, and your lifestyle. It doesn't usually suit people who are out at work all day or who want heating at flexible times.
    A kind word lasts a minute, a skelped erse is sair for a day.

    Unforunately, most heating in flats is electric.
