No, it is illegal for them to charge a fee to introduce people to a potential employer, whatever they call themselves. A RC can offer a CV editing service (for example) but only if this is completely separate from the recruitment section.

This is to stop scam companies from being able to claim they have lots of contacts and swindling someone who is looking for a job.

Please report operations like theladders.com/.co.uk to the relevent authorities, there services "comprehensive personal and career profiles, CV critiquing, market data and trend reports." are directly linked with the recruiting section, they say so themselves as if you don't pay you don't get put forward for the posistions they are recruiting for.

It isn't clear that that's the case on theladders.co.uk and theladders.com is under US law not English.

    From theladders.co.uk:
    What is Premium membership?
There are many benefits to becoming a premium member. A premium member has access to a free personalised salary report (Value of £10), complimentary critique of your CV (£40), more job alerts and more advanced tools to land that job faster.
To me this looks like they offer career coaching that you pay for alongside recruitment consultancy services. Either that or they know they are sailing close to the wind so are deliberately obscuring the details.

You had a call from a recruitment agency that said they had an ideal candidate for the vacancy you were advertising?
Did you honestly not think to ask what fee's would be charged if the applicant was successfull during this call?
Usually the Agency will do a credit check...permission has to be obtained for this and their T&C,s should be sent to you either by post or fax prior to any interview.
If you have not signed an agreement to pay an introduction fee then I fail to see how they legally have a leg to stand on.

you need to check the tiny small print on the bottom of the emails they sent to you and also any footnotes on the cv sent over to you, normally talks about "all introductions being subject to terms etc etc "
if they have sent them then you are bound by them however if they took you to court you could argue that you didnt agree and were not aware. As previous posters have mentioned, 10k is a high recruitment fee, id be interested to know what sector you are working in as the fees vary greatly but for a 10k fee i would like to think that you have recruited someone on at least 45k/50k basic salary, interviewed the candidate internally 2/3 times, had indepth conversations with the agent as to the interview feedback, offer, acceptance and arrangment of start dates.
I do know quite a bit about how recruitment agents work and the law surrounding this so if you want to message me direct pls do
