1 Accident or two ?

My father caught a bollard in a car park causing damage to the front wing and door. He panicked and reversed off into the car behind causing damage to that cars bumper. The insurers are trying to claim it is two accidents and charge him twice - I believe it is only one as the second damage was a direct consequence of the initial bump. Has anyone else had a similar experience and what was the outcome ?

    How come only one. If he had bounced off the bollard and hit the other car then fine but as he made a decision to select reverse gear and then hit the other car then it is two. The second bump was not a direct consequence of the first as a premeditated manoeuvre was carried out although probably in panic.
