    In London Boroughs yes, the Council would issue a PCN. But in many other Counties, there is no contravention if it's your own dropped kerb or you are parked with the householder's permission, as I said above.

    And it is not 'obstruction' if it's your driveway - that IS different than a kerb dropped for wheelchair access to cross roads. If it were obstruction then the Police could ticket for it and they cannot where it's his own driveway and no access to the highway is being blocked.

    The Council I used to work for would referred the obstruction of a dropped kerb to the Police. IF you could get the Police to take action they would just issue a ticket to the offending vehicle regardless of whether the owner of the vehicle is the resident of the property the dropped kerb serves or not.

    Regarding white lines on the public highway, usually "H" markings (they look like an elongated "H" running parallel to the dropped kerb usually from the top of the dipped kerb either end of the dropped kerb), or the other kind (commonly called hockey sticks or disabled bay markings) two lines that are painted at a right angle to the kerb with a little foot on the end so it looks like a parking bay, neither of these markings carry any weight in LAW. They are purely advisory markings and rely on the good will and courteousness of the other road users to realise not to park too close to a dropped kerb or that the person who lives at the property with the "hockey sticks" has a diasbility which requires that they park close(ish) to their property.

    My ex-council used to put the "hockey sticks" and "H" markings in for free if the resident was a blue badge holder. Otherwise, the resident was charged £54 for the standard "H" markings (more if they had a double dropped kerb). This may have changed in recent years in these austere times. But the fact remains, they are advisory markings NOT legal markings.

    That would have been before the advent of Special Enforcement areas. Things have changed.

    Those white lines do now mean something in areas where the Council has decided to get Special Enforcement Area status to issue PCNs for dropped kerb and double parking contraventions. No Council with that ability would call the Police for dropped kerb parking now and it WOULD make a difference if it was a driveway with owner's permission to park.
