As a matter of interest, how many tenants were named on the agreement? If it was a joint tenancy with 2 tenants, I think most people would assume they had been given 2 sets of keys so not stating it on the inventory is slightly less of an issue. They'd struggle to claim they'd been sharing one set of keys all this time. Single tenant is a bit harder to prove.0

Didn't think of that.... as they have only 1 working bulb left in the kitchen out of eight, they are not likely to pay to have another set of keys cut either

My uncle who used to rent always had a number of locks ready to change when a tennant left, Yale barrels cheap enough, and a couple of chubb locks, and rotate them. It might be worth you doing the same as has been pointed out, there is nothing to stop someone from having a set cut.0

You don't need to change the whole lock - just the barrel inside.
You don't need a locksmith - takes you 5 minutes with a screwdriver!
Yale barrels cost about £5 - chub a bit more.
Keep the barrels to use in 2 years when the next tenants leave.
I ALWAYS change the locks when tenants leave. They could have given a set to the babysitter; their mum; their mate; a contractor; anyone.

Most of the burglaries in my area are from insecurities. Poeple still leaving doors and windows unlocked when they go out![/QUOTE]
It's likely not as bad as it sounds as it will include incidents where keys have been fished through the letter box, stolen from cars and hand bags, stolen by friends and neighbours, etc. Plus it needs to be put in the context of the likelihood of a burglary in the first place, which is reasonably small.What goes around - comes around0 -
