Extractor fan not working -- who should I call?

Hello everyone,
The extractor fan in my bathroom makes all the right noises when turned on, but does not seem to extract anything! My guess is that at some point the air-pipe thing is blocked, but of course I don't know. Who should I contact? Presumably it is not an electrical fault, so should I still call an electrician? Or a plumber?
(The fan was in the house when I bought it, so I have no idea who fitted it.)

Do you know where the other end of the tube is ?
Is it easy to get at ? If so you could look at it yourself.
If its one floor up of course it may not be so easy.
It could be something as simple as the shutter on the outside is stuck
This can happen as some are spring loaded.
If you cant get at it to see, and do not know anyone who can, its worth trying a local handyman as the cost is likely to be lower assuming of course a blockage is the problem.0
