automatic credit limit increase

I've had calls from several companies offering (for a price of course £495 per card) to cancel my credit card debt on cards I took out before 2007 with a balance of more £1000 outstanding. They are claiming this is possible under the Consumer Credit Act 1974 vis a vis where the companies have automatically increased my credit limit without my permission. Sounds too good to be true. Can this be achieved? If so, surely I can achieve the same outcome myself? Has anyone been successful or is this yet another scam?
