Windows SP1: does it contain the windows activation thingy?

It is more than an accumulated update otherwise its size would have been very small for my machine .
The WGA is supposedly replaced by a new tool WAT .
With a genuine copy of any MS products i have always found that using the activation and failing path leads on to a MS human who have no problem re activating any machine that i have had a licence for .
Yes the SP1 works well with some dodgy copies but has it dropped a file on that will later fail activation ???.
