If, as you say, council tax is because you give your property to the land registry, then why is it chargeable on the occupiers of a property rather than the owners? As tenants generally have to pay it in rented property.
As pointed out elsewhere, magistrates aren't necessarily the fountain of knowledge when it comes to property.0
