Should I have been provided with PPI documents at time of HP agreement being taken?

Been helping a friend who (I think) has been mis-sold PPI, short version, she needed new car, her credit rating wasn't too good, her partner said he'd get car in his name, when they went to see car dealer they both clearly stated above facts (so much so that my friend signed 'Duty of Care' provided by car dealer asking what products they'd want/require), they refused all add-on's on basis they wouldn't be sufficient to their needs (& they still have paperwork to prove it), yet they've just been told they still owe money for a PPI policy as it's been undercharged on credit agreement.
Upon looking at credit agreement there is nothing about it (even in 'Add-on Products' which only shows GAP insurance), until you get past the signature part, then basic cover has been added at total cost inc interest of £893.76.
We've tried to contact them to state PPI was not required & was totally useless etc & they've stated my friends partner signed agreement so if they dispute it send in a letter.
Just to add to this my friends partner is self employed (also made clear to them) so PPI no good even if car was for him!
Most importantly (sorry to ramble on), there are no doc's regarding PPI, none received when signed up & non received after (trust me when I say if they'd of been provided or sent afterwards they'd still have them-they keep everything!)
So my question is...Should PPI doc's be provided to customers when they take out a credit agreement (in person, not online)? Surely they should be provided at time of purchase? Or within 14/28 days of signing agreement?
Sorry for dronning on, just wanting to make picture clear although this is the short version...HONEST ;-)
Any help would be greatly appreciated as need to know how to word letter etc

Depends on the provider and their process. Some give out full detail at point of sale. Others just give out limited key details with rest to follow in post. Time has a lot to do with it as well. The processes before car dealers became FSA authorised will differ from when they became FSA authorised.I am an Independent Financial Adviser (IFA). No its GMAC (car from Moorland Motors Ltd, a Vauxhall dealer), HP taken out 10/09/06, no details received at time or since re PPI, they (my friend & partner nor GMAC) didn't even know it was taken out (until I looked at agreement, its not on first page titled Add-on's where GAP insurance is stated, its mentioned after signature bit?) & when we contacted GMAC they stated on phone no PPI on agreement but when they've gone away & dug out credit agreement GMAC have found it on page I stated it was on.
Only advice given write in!
Surely PPI doc's should of been supplied at either point of sale or within 14/28 days of agreement being signed?0
