How large is this extension? It could very well be permitted development and therefore didn't require express planning permission from the Council - in which case there will be no restrictions on ground floor windows. Despite that, even if it did need planning permission and that was granted, there is no way a Council would be able to justify that a window 20m from the boundary with another garden would overlook it to such a degree that it would impair the amenities of that property - it's just too far away.
Regarding neighbour notification for planning applications, there is no legal requirement to write to neighbours to publicise applications, unless the site is within a conservation area, is a listed building and a few other situations. Most Councils have their own methods for publicity - some write to all adjoining neighbours, some just put up a site notice, some do both. But there will have been some method of publicity if a planning application was required (although obviously there will have been no publicity if no planning application was needed!)0
