child tax credit confusion

I have no idea whether this is something I can claim for now I have a child, even for just a year - any thoughts? ...
Our first child was born last October. My earnings in this tax year will be something around 40k (minus 1k in childcare vouchers if thats important). Not sure what the wife would have earnt, not much as she only did the odd bit of temping. Next tax year I expect to earn the same (less ~3k in childcare vouchers) and the wife maybe 9-10k.
I understand you cant really say for sure until you apply but I wonder if there is any point in applying now the cutoff is being lowered :think:

If your income this year is below 50k you'll be entitled to the family & baby element (about £20 a week), apply asap as they only backdate it 3 months. Even if it's up to 66k you'll get some of it.
Next year you might not get anything - family element start being withdrawn at 40k.0 -

Sorry I meant tax year. And I think you meant baby element, which is going in April. The family element isn't but it'll be withdrawn at lower income.0 -
