Bumping NCB

Can anyone advise on a process to extend unused NCB.
I understand NCB is valid for 2 years post completion of insurance period.
i.e if you policy finishes Feb 2010 any accrued bonus is valid until Feb 2012.
So come Feb 2012, I'm not using a car but want to keep my NCB. Would a PAYG policy for 1 month then extend for a further 2years?
What if you don't have a vehicle to insure? Can you double insure one thats already in use? Possible maybe, illegal definitely, doable possibly...
