    As things stand, you have nothing to worry about - they won't ask questions about what has been in the past. However, if he stays over whilst you remain separated, then you could indeed be breaking the rules, as you could be deemed as living together. Just bite the bullet and let him move in, and on the same day let all the relevant people know - and keep copies of what you have told them; back it all up in writing and send it by recorded delivery.
