Is it a party wall?

About to knock down my (1940s) garage to build an extension. Our (unattached) neighbour's garage is built directly against our garage - basically we both have single-skinned garage walls which touch.
To my mind, this isn't a party wall as there are two walls built up to the boundary but not straddling it. They already have a second storey extension and where the line of bricks ends on our wall, it's been weather proofed by painted bitumen or similar to seal any gap.
Our intention is to bring down our wall and then build against our house, which will leave a wedge-shaped gap (70cm at front, a few cm at rear due to shape of plot not being square) and the neighbours are kicking off about us exposing their brickwork to the elements and that it's our responsibility to put it right and get it repointed/weatherproofed. I told her that this is only the case if it's a party wall and as I don't consider it to be a party wall, we have no obligation to do anything of the sort but she's now written to the planning department stating she doesn't object to our plans but wants written assurances that we will weatherproof her property when we demolish our wall.
Is this actually a party wall or not? Is this something that I have to serve notice on her for or not? I know I have to do the excavation notice as we're digging within 3m of the boundary line but I don't think the two walls are anything to do with each other, they just happen to be close together and have weather proofing on top of ours where it is against theirs.
