'any reason' travel cancellation insurance

Some US companies offer travel insurance policies, where a passenger gets refunded the full price of a travel ticket when they did not take a flight for any reason. No questions are asked - you cancel your flight, you get a refund. Does anyone know if such insurance policies are offered in the UK/Europe?

I would be interested in others opinions too. Not so much as 'any reason' but specifically because my partner's parents are in their eighties and rather unwell and would like cover in the event of her having to stay behind when we go to New Zealand for three weeks in November. I would have to go regardless. Can we get cover for someone else medical condition?0
