maintenance grant - what counts as parental income?

a friend's eldest daughter is hopefully going to uni in October and has been trying to plan for the money
we know the maintenance grant is means tested and depends on parental income and the number of children being supported. Does anyone know what counts as income though? does child tax credits and child benefit get included? or is it just the earned income of the parents?

It's any taxable income, so tax credits/benefit are not included.0

does that mean income from ISAs is not counted too as that's non-taxable too?
