Low risk pension investment?

What would you suggest for someone looking for a low-risk short term (4 years) pension investment?

Thanks. Apart from HL, anyone know who does a SIPP or pension which allows you to keep cash? Ideally with the facility to take a half decent fixed rate return (like bank/BS cash accounts). I don't mean 'Money Market Funds' which tend to go down in a low interest rate environment due to charges.
