Electronic Water Softener - Any Good?

I have been recommended an Electronic Water Softener
and Conditioner - one of these to be specific:

Does anyone have any experience with these?
Are they any good?
Do they work?
Worth the money?

Yes - tested by a boiler manufacturer I used to work for (not little plumber but similar "technology").
No - they are no good.
No - they do not work.
    And
No - they are not worth the money.
