Hit and run on parked car

Hey all,.......
A little issue that my girlfriend is currently suffering...would appreciate a little advice as to where (if anywhere) this can go, other than down to one of life's experiences..........
She parked up outside her house as normal around 5.50pm. (this is mid January so its dark) there were traffic cones infront of the parking on the memorial hall forecourt which is opposite her house. (it was booked for the History Society Annual dinner)
She was really tired that night and went to bed around 9pm, but as she went she looked out of her window and there was something on her car. She went to have a look and it was a red serviette and it said ‘ I saw your car hit’ with a phone number.
She called the number and this woman told her she was walking up to the hall with her friend and saw this car reverse into my girlfriends car door. The woman went on that she tapped on his window and told him that the car he had hit would need a new door! He apparently "said yes I know, I will go and see them tomorrow." Its only a little village where everyone pretty much knows everyone, however, obviously no knock at the door came around.
He is claiming he was in the area at the time but not aware he was in a collision. Although my girlfriend believes he was actually in the village hall across the road from her parked car that evening.
The woman who my girlfriend called told her the name of the guy and where he lived (it only being a small village. Whilst dealing with the police, they told my girlfriend she had the wrong name of the guy, but told her where he lived, not where the woman (witness) said.
The police have said there is insufficient evidence to do anything and the witness has since told the police and insurance company that it took her 20 minutes to write the number plate down.
Further her insurance company have told my girlfriend that that she has told them she has made a mistake and is very sorry!
He is with a different insurance company (although same company overall), but has not reported it..........
Is there anything she can do to avoid losing 2 years no claims and having to pay out £400 excess she has on her policy to get the works done ????
I know this is probably in vein but worth an ask !

Probably under the untraced drivers section, as there is no evidence to claim against anybody.

Without being able to identify the car that did the damage all you can do is either claim (it will go down as a "fault" claim with your excess to pay plus loss of NCD plus a premium loading) or see if a back street garage can repair it cost effectively (versus all the increased premiums for years to come and the excess)0

They won't help without the culprit car being identified.

Yes you can still make a claim via the MIB, because in theory there is no one to claim against through your insurance.
It is worth noting that there is a £300 excess, but this will not affect your no claims bonus as your own insurance have nothing to do with the claim. I would make sure that even though you have reported the accident to your insurance company, they do not record it and try to reduce your no claims (as mine did).0 -

You still need the vehicle's identity even if the driver cannot be traced.0 -

This is poor advice. If you have comprehensive insurance you claim against that or pay for it yourself if you have no insurance.
As previously posted, you need to be able to identify the culprit vehicle.
Otherwise we'd all have unidentified third party claims in for when the wives run into the gate post!0 -

IMO it is worth submitting a claim to the MIB, if you disagree, please do tell what you suggest.0 -

I gave my "advice" in post #3.
You clearly don't understand the MIB scheme, so maybe you should read up on it!
The OP would be wasting his time going to the MIB without the identity of the culprit vehicle.0
