'Change size of photos' website

I've looked everywhere and can't find the thread, but somebody somewhere, either on this board or on the small business board, recommended a website where you can upload photos and the change the size.
I don't mean the downloadable irfan programme.

Does anybody know which site I'm on about?

I use Adobe Photoshop but its a bit expensive , it does do everything though..

I'm surprised no one has mentioned https://www.flickr.com which is I think the best photo website out there at the mo.
