gutter repair - Shared with neighbour

Hi Experts,

I recently bought a semi-detached house and found gutter is leaking. It's an old asbestos type pipe and water pass through the neighbour house side to the downpipe and no downpipe in my boundry on the both sides (Front/rear of the property). I found the gutter replacement is cost effective comparing with repair and i try to contact the neighbour landlord but she is not responding to my phone voice mail.

There is an option to cut the pipe and replace with UPVC type just on my side but it would be effective if its replaced the whole pipe. It's getting worst and damaging the soffit so I am writing a letter to the neighbour landlord about the work, is the right way to do or any other things we need to consider before the work?

    all i can say ..is if i was the neighbour ..i would respond better to a face to face talk than what you are doing .
