Is it possible to build a free of charge website?

If so any recommendations to point me in the right direction would be gratefully received.

Looking to learn how to do this, so any help, advice or tips are gratefully received.

Any book recomendations or can I find all I need to know online?

You can build and host a very basic website using something like Google Sites, but anything more advanced you will probably want to buy a domain name and use a commercial hosting company.
Entirely depends what sort of site you are aiming for.

Just google free web hosting and you'll get an idea what's available.
If you want to learn about creating a site, you'll want to at least get a grasp of basic HTML code. If you just want to build a site, there are lots of template based systems out there to get you going, but you'll never understand how it actually works, which may not be that necessary. There are good "Content Management Systems" such as Mambo or Drupal and blogging systems like WordPress. There are many templates for these systems, which can be tailored to your needs without ever getting into the raw HTML.
Decide more about where you want to start and I'm sure people here can give you a few pointers.
