My sister had an HND and tried to get finance for a 'top up year' - she couldn't.
She decided to retrain and is now studying for a BA where she gets full funding for 4 years [Scottish University.]
That doesn't make any sense. You shouldn't have any problem getting funding to top up an HND or Dip HE to a degree, whereas getting it for a 4 year degree on top of the funding for an HND shouldn't be possible.0
