im not in a mega rush to make loads of money

Good, because you won't earn loads of money painting and decorating.

As an unknown you may struggle to get work unless your rates undercut everyone else's. Good tradesmen/women get business from referrals by satisfied customers, so the more practice you can get before asking the general public for work the better. Try and avoid VAT registration, it saves potential customers 20%! It shouldn't be too difficult and if your turnover looks like approaching the VAT threshold, get the customer to pay for the materials, rather than you buy them and pass the cost on.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

I wouldn't worry about flyers, just business cards would do the trick. I knew somebody who did this and just targeted the cards to one housing estate where the houses were old enough to be looking tired but still new enough that the rooms would still be nice and square!
