Rent & Council tax benefit overpayment

I have just received a very emotional phone call from my mum, she has received a letter from the local authority making her aware that they have reassesed and the council tax and rent benefit and have been overpayed from 2007. this nearly totals £8000!!!
It has happened as my step father has a second job and they say this was not declared on the initial assesment in 2006 alhough they where given copies of all bank statement, payslips etc.
Does anyone know how we can appeal this and make the local authority look at the initial claim and the dicuments they had received??
Also what repayment plan they can enforce as my parents are already in hardship hence why my step dad has the second job and this will make things even harder for them.
I hope someone can help us

    You need to establish that this evidence was supplied. I would put in a Subject Access Request and get everything that they hold on your parents file and use this as your evidence.
