Opt out schemes?

My amatuer telephone/internet provider that I have no choice to be with has on 2 occasions in the last 3 months made assumptions on what I want to pay for, is this within the guidelines?
1. Nuisance caller ban (whatever its called) was free, got a letter saying it was £1 a month and what a great service we provide blah blah blah......not a word about what do you do if you dont want this, number to cancel this service etc.....
2. Today got a letter about my FREE (they put it in caps too) upgrade and then after 6 months it goes up £3.59 a month. It also changes my download limits/T&C's, I'm happy as I am. This time they included an opt out form which you have to fill out and send off.
Is this playing by the rules?

Time to investigate what's available in your area and move on when you've done your homework.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Would love too but we cannot do that and KC know it.
Without going into loads of detail in Hull we are stuck with KCOM, they have aloud competition to move in but the rates they charge no company would want to 'move in'. This has been given the thumbs up by OFCOM. I dont want this to sidetrack my orignal point.0 -
Kingston Communication have a monopoly right to service Hull & Beverley and points in between, so you have to work within their schemes (unless you are a business customer). As to the points you made, everything they do has to be fair and reasonable, and from what you outline they do appear to be keeping you informed, so a complaint to OFCOM most likely will not succeed.
Services are offered at promotional rates, so it is not uncommon for a FREE service to be charged, so as long as they provided information on the change, and you chose not to cancel or terminate it, then the charge is valid and must be paid.
As the rules stand, they appear to be playing fair.0
