Temporary Case of Work - Special Case

Hi to all, this is my first post.
I am trying to work out if I can claim tax relief for my case...
I was employed as a graduate and my contract was 2 years long with the company's intention of finding a job within the company after the 2 years. Note: My contract stated that I needed to live a commutable distance between three offices which are up to 60 miles apart.
Anyway, the graduate scheme I was on consisted of 3 monthly placements, the location being at these offices or sometimes further afield.
I was not given any allowance by the company for the 3 offices specified in my contract but they did give me an allowance when travelling elsewhere.
My question is, can I claim the temporary place of work relief on all the mileage that I covered to get to these offices?
I now have a permanent job at one of these offices so have moved within 7 miles of the office. Much more convenient knowing where I'm based!
Any advice is appreciated, the examples I've seen on the forums do not seem to apply to me.
Also, how do you apply for the rebate/relief? I know there's the P87 form but the hmrc website says if it's your first claim then it needs to be submitted by letter.
