Any ideas, house insurance problem

I have an elderly neighbour who has accidently let his household insurance lapse, he is trying to get a new policy (obviously as cheaply as possible being a pensioner) but without any luck. Even a broker has drawn a blank. He has two issues which are making getting insurance impossible,
1. It is a listed building.
2. He has a daughter living at home who has a court case looming for an offence (although i am unsure what this is for).
This combination of factors seem to make him uninsurable.
Has anyone any ideas where he might go from here.
