Code 27 - Urgent Help Please!!

Hi,
Whilst staying round my girlfriends at the weekend, a neighbour told us that he'd seen a parking warden putting a ticket on my windscreen.
When we went out to look on Saturday 12th at 1415, there were no tickets in the car at all. We thought that maybe somebody was playing a joke but i decided to call the parking office just to double check.
I tried all day on Monday but the phone line was permanently engaged but i have just managed to get threw today, only to find that i was issued 2 tickets with code 27 despite the fact that there were none on my car.
I got the PCN numbers and had a look online at the details, they issued a ticket on my car on the Friday at 0936 and then another on Saturday at 1347 (despite the fact that i checked my car at 1415 and there were NO tickets on there).
The photo's under both tickets are ONLY dated 12/2/10 and show my car with 2 tickets which had miraculously disappeared when i went to my car 25 mins later, i also walked past my car Friday lunchtime and again, there was no ticket on it.
Here are the problems i have with this, I've checked the councils website and it says that if anything overlaps the sloping kerb that goes down to the dropped kerb then you are in violation.
My car was slightly on the sloping kerb on both sides (20-30cm) as this parking space is in-between 2 gates. People park there every single day and i have never seen a ticket issued, it also does not obstruct the gates in any way shape or form as one side is not in use and the other has had the kerb dropped 2 meters before it actually gets to the gate.
The gate that isn't in use is parked in front of by the owner every single day, i will be speaking to him to find out is he has ever been ticketed but when i was supposed to have been done, he also never had a ticket issued and continues to park across his gate/dropped kerb everyday.
Can anybody PLEASE help me with this, as far as i am concerned, i have done nothing wrong, if i was blocking somebody's driveway then i would just pay the ticket but this wasn't the case at all.
It just seems as if the parking warden has placed the tickets on my car and then just removed them so that the fines increase.
People always have and still are parking there today and I've never seen a ticket issued as the space is big enough to park in without blocking ANY driveways, i just find it amazing that i have supposedly got 2 in 24 hours AND the fact that the owner of one of the driveways (which is never in use) always parks his van in front of it without getting a ticket!!! :mad::mad:
I was told by the lady on the phone that i would have to write in to contest it and that she could not send me a copy of the tickets. She said that if i contest it they will review the issuing officers notes and their records of previous fines and possibly send an inspector round to assess the site itself, I have no tickets to post on pepipoo and am completely lost as to what i should do!

They are wrong, afaik, in that the offence is blocking the dropped kerb not the slopy bit. Also post this on pepipoo.com. Take copies all paperwork and pictures, host on tinypic after removing identifying bits, leave dates. Get it in writing that she /they will not supply copies, how else are you able to check if you did commit the offence.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Could you show pepipoo posters a picture of Google Streetview link to the lines and signs, is there a residents bay or any lines at all?
As PTP says above, we think what the Council are saying here is wrong! It's certainly the opposite of what I have read on pepipoo many times! Pepipoo say it's the flat part of the kerb only that's the dropped kerb, ask them for advice on this point and your other questions.
Also as there are (allegedly!) 2 PCNs make sure that any appeals you make are printed out in duplicate with the right PCN number on each. Do not rely on one letter covering 2 PCNs, very dangerous scenario and confusing as and when the Council reply as you won't know where you are unless you keep all the paperwork strictly separate.
But see what pepipoo say about whether to put in informal appeals even though you have had no PCNs...maybe better to wait for the NtOs x 2 and then formally appeal including - among other points - the fact there were no PCNs on the vehicle. I'm not sure so see what the experts say on the other site.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do as advised and post on Pepipoo. Was it a residential dropped kerb or a pedestrian? If residential you will probably find someone has complained! I think I am right that if its a single occupancy residence, then you can park across the dropped kerb if the owner allows you too! [except for reward]
I know locally they only ticket if someone complains. However I think now the council need more cash, we could see them doing everyone!
What I cant understand how does the CEO know if you have the occupiers permission. Or if a ticket was issued would a letter from the occupier saying you had permission revoke the tickets?0 -

As you can see, the dropped kerb extends WELL past the gates and also covers the pedestrian access gate, the sloped section starts just in front of the silver cars front bumper (parallel with the start of the left hand side of the pedestrian gate).

The sloping kerb finishes where the line on the right hand side leads up to the brick wall, this is where the owner of this house parks everyday so i fail to see how he didn't get a ticket!
As i've said before, these sloping kerbs are very long and i was only overlapping each one by 20-30cm which clearly is not obstructing access to either gate, not by a long shot!
Any advice would be much appreciated, especially as i'm looking at 2 tickets here now!!Nice to save.0
