OP - as G_M says stop looking to the LA to sort this for you.It's quite straightforward. Meter Point Admin Service (gas) and local Elec Dist Service via google or yellow pages

I agree but wasn't so much asking that question and needing an answer for myself but trying to encourage the OP to actually read the lease and see that his responsibilities (including meter reading etc) and necessary actions will in all likelihood be specified therein.0 -
it states I am responsible for all the bills, I already knew this though which is why I asked on every occasion I could what to do. My problem was I didn't know I could just "find out" who supplied the electricity and water to this place, I'll sort this out tomorrow now that I know I can find it all out. I handled everything else (phone line, internet etc) because I knew how to sort it, this was my first rental so I'm sort of lost, nobody I asked knew what I should do.

Just to add - if you haven't taken meter readings then read through your inventory it might (and it's only a might) be on there. It would have been your responsibility to check that these numbers were right but in the absence of you doing it (if in fact you didn't) then these are all you can go by.
In future always keep to hand a notepad (and maybe digi cam) on moving in/out day and take note of the meter numbers. Saves a hell of a lot of hassle later on. Phone through readings as soon as possible.
Personally I don't like to wait until the first bill (3 months after moving in) before setting up DDs. If you set something up straight away then you won't get into arrears too badly (or nicely surprised as it's not taken as much to heat your property than you thought).
