Jobseeker Allowance new claim - linked to prev claim - timescale?

Hi I was wondering if anyone could help with a quick query, a friend of mine was asking me about his situation and as I'm a member on MSE I thought I would post for some advice on his behalf,
He had been claiming JSA for around 18months, not having any success with finding work, so decided enough was enough and signed off (12th December), leaving the country to move to the canaries to find work as he has some friends there. It hasn't quite worked out and he has returned to the UK.
Can he make a completely fresh new claim now or will any claim be 'linked' to his last one?

I think you can claim JSA via the rapid reclaim process if you're reclaiming within 12 weeks of the end of your previous claim if there's been no change in circumstances.
However leaving the country for two months may count as a 'change in circumstance' in which case he'd have to make a new claim.0
