Budgeting for a house we've not yet bought...?!

I'm trying to figure out what we can afford if we buy a new house; I can work out the potential mortgage repayments but does anyone have any idea how to find out/guesstimate other costs such as energy, council tax, Insurance costs (house and contents)? Our current place is a VERY small flat so no comparison to what we'd like to buy...
Any suggestions very welcome!

If you know the address, you can find out council tax band.
Insurance no idea.
Utilities - it will depend on the size of the house. Work out how big the house is compared to your flat, and work it out that way0 -
try asking your parents they have lived in bigger houses.0

Don't think that would work - I live some 500 miles away from my folks so costs likely do differ due to different country (Scotland vs England) and climate (sad to say - not nearly as sunny/warm!).0 -

@Lokolo: Darn it! That would have been v useful but only searches England and Wales. I should have said in original post that I'm in Scotland... Hopefully there will be an equivalent website for here, I'll have a look for one.0

Think I got it - not sure I can post the link here though (new user so not allowed). Scottish Assessors Association. Thanks for the lead!0
