Proposed increase in tuition fees

Hi there,
Can anyone clarify this for me. I know student tuition fees are set to rise in 2012.If a student enters university this year ie Sept 2011 are their fees set at the existing rate for the entire length of their degree or will they also rise in 2012

If you go in Sept 2011, the student will stay on that system throughout, no matter what changes in the future.0
