    Yeah, you are right. I've just found a link to amendments dating from 2001. Govt legislation is like dog years, isn't it -it may as well have taken place half a century ago...

    I suspect that a car might be acceptable as a spend, if he needs one to work.

    In the short-term, hiring a car to help move or job hunt would eb acceptable.

    I only bought a car once I had a job offer.
