Self employment query

A friend is thinking of setting up as a self employed person delivering leaflets/magazines. In the short-medium term I could be in a position to offer him work. How much work would he need to do (in terms of percentages of his income) for other people/companies in order for him not to be considered my employee?

Don't worry about percentages of income, you can be his only client. A lot of people told me I'd need more than one client when I started out, but I only had one. I rang the tax office, they told me that as long as I could pick and choose the work, and choose my own hours, that was fine.
