Advice needed on poor building work

We've had a lean-to garage fitted on the side of our link detached house. We're not happy with the work done.
The valley gutter is leaking in a number of places, water is pooling where it leaks. They've tried to fix this but rain is still coming through.
They have laid a concrete floor. I feel it's too high (touching the ventilation bricks) and the edges are uneven. The floor doesn't look level. It looks unfinished and unprofessional.
We have paid half of the total cost. What are our rights re withholding payment?

Don't pay them until you are happy with the work, but you have to be reasonable ie don't expect the floor to be within 1mm tolerance. A floor should be about 50mm below venatlation bricks.0 -
