    Just agree with your brother a future date to sell the house or for him to have sorted his life out to be able to raise a mortgage (say 3-5 years) and in the meantime charge him rent for your half.

    You need to know what happened when your mother died and you also need to get some idea of the value of the house.

    Both affect whether there is any Inheritance Tax to pay. If there is, you have another 3 months to sort this out (pay it) before the estate starts to accrue debt to HMRC.
