But surely to claim LHA / HB, anyone would have to have a proper tenancy agreement, etc?

yes of course, I was just thinking that because of Guaranteed PC, you get automatic HB & CTB without having to make formal application to the council - or do you?
I don'y know it was just a thought.
However I do know that CTB is granted without question, and without council application form if GPC is granted - they have a direct link -- Pension Credit - Council.

To get the CTB paid is not automatic - you still need a formal application and an actual council tax liability.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

That is news to me. I understood that the system was that PC told the LA and that was it - no more forms to fill in.

Seems what I was told was wrong.
    Sorry for confusing anybody

The PC do tell the LA, and pass an application form across to the LA. The Pension service also tell the LA what income to use in the assessment for housing benefit (ie if the claimant gets PCGC, then the claim is passported and full HB less non-dep deductions/ineligible service charges are paid, or if the claimant gets PCSC then the LA use the Pension services income figures). The LA still assess the claim in the same way as they would if the claimant was not on PC - the pension service doesn't just issue an order for the LA to pay. So the same regulations would apply
