littering fines trafford council

hi
was wondering if anyone can help?
Today i recieved a letter of Trafford Council saying that I deposited litter in a place open to the air.
It also had enclosed notice of opportunity to pay ticket with it stating that I deposted a cigarette end on to the car park floor.
My problems is that I dont think I was in that car park on the date in question and if I was I am not sure as to whever I had a cigarette and drop it out of my car window on to the floor as I have a little boy and dont smoke in the car around him but if I was there I might not have had him with me.
Are they allowed to just send you fine without any evdience to prove I did this?
Why dont they deal with this a the time? as this dose not stop the littering as you would have already done it ?
Any infomation on these can of matters would be very much appreciated

yeah I am unsure as to whever I was responisble.
I have been reading alot of similar threads and it seems that all the council will do is reply back with a description of the person as they cannot provided photo id but the word of the officer is apperently correct and truthful
this is the kind of thing that they would reply with when ask for photo id
" would advise you that photographic or physical (e.g. the item of litter itself) evidence is not necessary due to the offence being witnessed by an Officer with Enforcement powers employed by Council, who is classed by the judicial system as a professional witness and complies with the Police and Criminal Evidence Act 1985.
Also as I am the register keeper if I fail to id the person of idmit to the offensive I am still liable for the fine0 -
No it was not done by CCTV the council officer was apperently park up near me in the car park but thanks for the link to the thread0

Problem is the only appeal against a FPN or the offer of an FPN is going to magistrates court, were the fine can be up to £2500.0

you could try not dropping your junk on the floor in future then you would be sure you didn't do it.Nothing to see here, move along.0

Littering fines are not the same as traffic offence and parking fines, but Councils try and treat them the same way.
If the fine has been sent to you as the registered keeper of a vehicle I don't think this is good enough. Head over to pepipoo - there are similar tales on there.0 -

OP, you have no obligation to contact them, and you have no obligation to assist them in identifying the driver, or proving that the offence occurred. You certainly are not responsible to any penalties as the registered keeper of your vehicle.
All that said, don't be a dirty girl, and stop throwing litter out of your car. Then you won't even need to worry yourself in future.0
