Re-read the draft text. In its present form it seeks to make the keeper responsible.

But it doesn't make the invoices any more enforceable.

This merely clears the first hurdle in the steeplecahse that is them trying to get money from anyone.

So they now have an easier way to be able to name someone in the court papers that they WON'T be issuing any time soon.

help! I've read through all this but I'm worried my situation is different. I have just received a fine of £100 (£75 if paid within 7 days) for not displaying a ticket in our local argos/lidl/jolleyes carpark. The ticket is free for 90 minutes or whatever but I stupidly just went into Argos and forget to get one - I've just had a baby who is a few weeks old so call it baby brain - I was in there 10 minutes, the car park was not crowded so I wasn't using a space that someone could have used or stopping them from earning money as the tickets are free. The fine is completely unacceptable - £75! Can I ignore any letters they might send? Any responses would be good as I'm crying because I don't think I can afford this ticket and I know I'm stupid for not just getting the ticket, I simply forgot.

Your situation is no different to the many others on here. Just ignore them, that's the best plan. And, by the way, it's not a "fine".
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

No different to any other private ticket, safe to completely ignore, but for future reference please dont hijack other peoples threads, it makes it difficult for you to track replies and confuses the op's thread. If you feel you need to start your own thread about your own ticket, but as ive said is is safe to ignore it.

Parking was free for 90 minutes, you parked for 10 so you have cost them precisely nothing. That is the amount they can claim from you - a big fat zero!
Don't cry about it, that's what they want you to do. Laugh at them instead like the rest of us do.
