Yes.

You can import the individual mp3s into the iTunes library, or add a link TO the mp3 from iTunes, so that the mp3 is only stored once, in its original location, outside the iTunes library.

You can purchase songs and videos via iTunes store.

You can rip CDs into iTunes.
