Yes.
You can import the individual mp3s into the iTunes library, or add a link TO the mp3 from iTunes, so that the mp3 is only stored once, in its original location, outside the iTunes library.

Get a refurb or used iPod Touch 2nd gen or higher. Use Mediamonkey to manage getting your MP3 collection into it.
