'Locals' only?

Seems like they are offering 'tranches' of very high short term rates (until 6 April) just for 'locals' (those who can get to a branch for an 'interview') using their 2010/11 allowance - no transfers-in - probably very limited - of 6%, 5% and 4% . The opened account then transfers on maturity to a nominated ISA - which can include 'instant access' but which pay nothing like that rate.
