County Parking Enforcement Agency Ltd - Anyone any experience of these?

Having read lots of these forums about parking tickets, I took the route of ignoring letters from County Parking (based in Blisworth, Northamptonshire) for an 'alleged' offence in September 10. After 3 letters from County Parking (by which time the 'fine' had gone from £40 to £130), the letters started coming from Philips (Specialist Bailiff & Debt Recovery Agents) - all letters have been very intimidating suggesting court action and an impact on my credit rating. The last letter from Philips was in Jan 11. I have now received another letter from County Parking (Feb 11) this time stating "The notice is now being prepared for County Court action and no further notice will be given by County Parking Enforcement Agency Ltd. You will be advised of a court date by Northampton County Court in due course".
What now? - I'm finding this very intimidating and scary now. Anyone any advice for this last letter? Thanks.

What? You're intimidated and scared by a private company? How scared would you be if people with REAL powers were coming for you?
Listen, that's what the letter's are designed to do, intimidate and bully you. NOTHING will happen to you whatsoever, don't be afraid but just ignore their junk mail and be safe in the knowledge you are costing THEM money.
They are little people with very low morals and akin to what i scrape off the bottom of my shoe.
They have NO power's whatsoever to fine anyone. they are private citizen's with an Hi Viz vest but NO warrant card. Wannabe's really. Tell them to Foxtrot Oscar.0 -
The letter is having the desired effect! Many here have had the same threats made. Many here have never received the threatened court papers!0

My company has now received the same letter threatening court action at Northampton County Court. My company want me to pay and I'm seeking reassurance that SERSS has received no further correspondence so I can allay their fears that they cannot take them to court.0

OK POINT BY POINT.
1) If they are writing to the Company then they do not know who was driving. The Company is NOT liable only the driver is.
They will not take the Company to Court.
2) If they know who the driver is why are they still "harassing" the Company ?
3) If the Company has disclosed the driver's details to the PPC they have breached the data Protection Act as there is no legal requirement for them to release such information.
However if and only if there is an express consent in the driver's contract or the driver has given consent outside of the contract then the above is not a breach of DPA.
SUMMARY
Your employer is not liable and the PPC know this ..if they are threatening the Company with a County Court Action ..they are BLUFFING.
The company has no legal obligation to disclose driver details ..to compel them the PPC would have to get a High Court Order called a Norwich Pharmacal Order ..they won't do this for one charge as they the PPC have to pay all their own costs win or lose.
THEY BLUFF.
CONCLUSION
Ignore the PPC they are powerless.0 -

Show the company this factual and informative article directed at Fleet Managers, clearly shows what this fake ticket is and that companies are NOT liable:

And show them the Watchdog clip if they need more convincing that it is ONLY the driver as an individual who can be possibly 'pursued' for a breach of contract or trespass (this is no parking ticket of course, reiterate what it really is, call a spade a spade and, likewise, call a scam a scam):

If they are still worried and insist on naming you as the driver and insisting that no further letters are sent to the company, then why not let them do that if it makes them feel better. Then you can just carry on ignoring the scary letter-chain yourself, like we all do on here and like thousands of other people have done for years.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
