noisy tennants next door

after 2 years of good tennants the flat next door to my elderly parents has been let to a group(3)of young men who seem to be partying most nights...Well not so much the nights as they seem to begin at 1am and continue till about 5/5.30am...and not so much partying as being totally plastered and singing (for some reason the hokey-cokey is the song of choise most nights!!!go figure), shouting,slamming doors etc.
My parents complained directly to them and they were most apologetic, however the noise has not stopped(happens about 2/3 times a week).
the flat is above a corner shop and is sited as to join it's living areas on to my moms bedroom and also on to the bedrooms of the house on the front road (think of the flat as being the in right angle of an L shape)
Last night was the worst yet with mom getting no sleep at all, so this morning she phoned the landlord....and got a mouthfull of abuse from him for daring to ring HIM with a problem with HIS tennants..He said it has nothing to do with him what his tennants get up to and if she wants to complain then phone the police!!
what do you think is the next move...
i have spoke to a relative of one of the tennants and explained that as they are still being noisy and as the landlord is an 'a rse' i will be contacting the police if there is further disruption..
do you think the police will take any notice or should i continue contacting landlord (i am certain he is not letting through an agent as he is quite well known in the village for being a bit of a dodgy character)

Technically the LL will be responsible for their tenants but need other agencies proof in order to evict. However contact the Police and Environmental Services and see if other neighbours are also affected and willing to complain. The more who complain about the noise the better.Truth always poses doubts & questions. Actually, the landlord is right: they have no control over what their tenants do in the security of their own home and cannot be held responsible for it. A friendly chat was possibly all it needed but they obviously don't want to get involved.
You parents can either contact their Local Authority's Anti-Social Behaviour Unit or call the Police. In the first instance they should go back to the neighbours and try politely to appeal to their better natures. A good time to go would be about two or three hours after all of the racket has abated when they're all in a drunken coma.

Keep a diary of every problem which bothers you, starting today. Contact the police and enviromental health for help and advice. I had similar problems and ignored it for to long. Complain loudly and constantly until it stops. Good luck.0

Thats awful of the LL, it reminds me of a time I lived in a privately rented flat, the tenant above me burgled my home and hid the items in the loft (of course this was not discovered til later), I got home from work to find my front door smashed to pieces, I phoned the LL and his reply was "well what do you expect me to do about it??", I said the front door needs securing until he can replace it, and he just said "Just put something behind it", it was that moment I said I was handing in my notice and moved out.
What a different script her LL would have had your parents watched these new tenants walk out with the combi boiler and copper pipes, particularly when asking "Well why didnt you ring me and let me know", as if it was her job to discuss his other tenants.
I would advise she finds a new LL with a little more respect towards his\her tenants.:A:dance:1+1+1=1:dance::A

thanks for the correction of my @rse...i was trying to work out how to do it..lol
The tennants apology was given approx 2 hours after the noise had stopped , mom said it took them ages to answer the door..
i have left her with the numbers of the non emergency police and asb unit..
They may get some peace as i think the relative i spoke to was the guarantor for the tennant and i also found out that landlord rented the flat to one 26yr old and his girlfriend?...not 3 young men(don't know if this will make a difference to the landlord...probably not)0 -
She can move her bed temporarily to another room for a nights sleep perhaps.
Not the answer but might help until it's stopped.
Noise is environmental health's thing. Give them a call now - might be someone there to speak to.0 -
if somebody can invent a machine that makes no noise in the room it's in, but generates 200dB that travels through a solid wall to be heard in the room next door ..... they'll be onto a winner.0

i once had shocking neighbours in the flat below me ..they worked in a filling station and finished the shift at 2am and came home and played Elvis and the Pretenders at full blast till 6am...sorted it by putting on a Barry Manilow cd on repeat and putting speakers face down on the floor and covering them with a duvet as soon as Elvis came on then going back to bed...not a word was spoken but the music stopped..unfortunately they also fought, screamed and argued endlessly...lukily this resulted in charges for assault for one of them and the other left after being persued by large crombie wearing gentlemen...peace was restored..
hmmmm....i may employ the Barry Manilow system again....0 -
We had a problem with the tennants of the house next door,unfortunately we didn't know then who the landlord was.They were going outside until the early hours of the morning for a smoke, shouting, laughing and screetching.Unfortunately, the back of the house where they went out was the same side as our bedroom. I rang the Environmental Health who told me this:- If the noise is coming from inside the property, Environmental Health are the ones to deal with it. Anti Social Behaviour only get involved if it is outside, and it was those who dealt with it for us.
Your parents need to keep a diary, one will be provided when you contact EH, you will also be given a number to ring and they will try to come out whilst the noise is going on. They will also write to the LL to inform them there is a problem. If it continues, a noise monitoring machine can be installed in your parents property.0 -
