Car hire - changing dropoff location

Hi
I plan to hire a car at the weekend to go and look for a car to buy. If I get one I want to leave the hire car at the nearby office and drive my new car home. Otherwise I will bring the hire car back to the office near my home.
So the point is I don't know yet where I want to drop off the hire car, and won't know until AFTER the hire has started!
Do any of the hire companies offer any kind of flexibility on this?
Otherwise which way round would involve paying the cheapest penalty - booking one-way hire but dropping it off locally, or vice versa?
