Cancelled credit card still being charged

My friend got his wallet stolen in Barcelona, including his credit card. He cancelled it the next day, but even now, three weeks later, it is still being used and charges are still appearing on his bill.
He's been told to fill out a form saying which transactions he disputes, and that he doesn't need to pay them. The reasoning given is that a cancelled credit card can still be used and charged if the place doesn't use real-time verification.
Is this true? It seems a bit weird to me, but is this really the way it works?

So long as he has advised the card company and they have put a block on the card, he won't have to pay the charges.The reasoning given is that a cancelled credit card can still be used and charged if the place doesn't use real-time verification.
I'm not 100% certain, but I believe it's possible if the card is not authorized online and the terminal doesn't have an up to date hot list.0 -
Yes any offline systems will still allow debits to be made to them as they will not be aware card is stolen until the next updload on the system and when the chargebacks get notified.0

All the same, I would double check that they have cancelled the card. Not your responsibility to hand-hold your CC company, but this happened to me once (Nationwide). The call centre OP failed to actually stop the card.0
